Minimum Market Access quota permit applications now open

Minimum Market Access (MMA) quota permits for the third quarter of 2020 are currently open and close on 31 May 2020. MMA permits allow importers of specific products covered under the MMA regime to benefit from preferential import duty rates. This helps in cost savings especially on products that incur large import duties.

Permits are issued by The Department of Agriculture Forestry and Fisheries (DAFF) to importers in South Africa for importation and consumption in South Africa.

There are products covered in the MMA regime that are also eligible to be imported through the EPA Tariff Rate Quota system, for example, wheat. Importation under both regimes may yield large import duty savings.

The period of import

The permits issued will be valid for importation during the period 01 July 2020 to 31 October 2020, for quarterly permits and 01 July 2020 to 31 December 2020 for half year permits.

MMA permits issued annually open in October 2020, for importation in 2021. Contact us if you want to be notified when the applications open. It is important to know if products of interest to you are eligible for application annually, half-year, or quarterly.

  • Wheat, Maize, Pasta
  • Buckwheat, Millet and Canary Seed; Other Cereals
  • Undenatured Ethyl Alcohol, Wines, Wiskies, Gin, Vodka
  • Peas (Pisum sativum), Other mixtures of Vegetables, Grapes, Dried Mixtures of Nuts or Dried Fruits
  • Ice cream mixtures, Pudding mixtures
  • Meat of Bovine Animals, Meat of Sheep or Goats
  • Milk and Cream
  • Butter and Other Fats and Oils Derived from Milk, Dairy Spreads
  • Cheese and Curd (Excluding Cheddar and Gouda Cheese)
  • Birds’ Eggs
  • Unmanufactured Tobacco; Tobacco Refuse
What does DAFF consider?

A number of factors are taken into account in allocating the quota volume. These are:

  • The BEE status of the applicant
  • Market share of the applicant based on previous import data
  • Size of the quota applied for
  • Available quota
  • The number of applicants
